The proclamation first meticulously detailed all the Phoenix Temple's 'conspiracy' and 'evidence,' then frankly 

stated the court's responsibility and treatment measures, and finally announced various methods for preventing 

the plague. Furthermore, the Southern Prefecture mobilized local troops to set up checkpoints in the
